We’re excited to share the implementation plan and timeline for Metrc, which includes key milestones for licensed businesses, recommendations for trainings and documentation to support your onboarding, and resources available as you begin using the system. All information, including registration links for upcoming virtual and in-person events, will be posted on this landing page and shared directly with license administrators by email. Please check back regularly as we will update this page with the most up to date information, including updating the FAQs.
Licensees will be able to start being credentialed into the Metrc system as early as October 31, 2025, for testing facilities and November 7, 2025, for all other license types.
To get credentialed into the Metrc system, a business owner or administrator needs to take the New Business Fundamentals Training for New York. Once completed, they will receive an email from our Credentialing team with login credentials. From there, the designated admin can set up their business and start adding other employees. For additional next steps, please reference the Getting Started With Metrc and Beginning Inventory guides.
All NYS businesses will be required to use the Metrc system by December 17, 2025.
Yes. Metrc is planning in-person event(s) to introduce the company and answer questions. These events are slated to occur the week of November 3. Those who are unable to attend in person, Metrc will provide a recording of the roadshows once completed. Below are the links to register for the respective locations.

Metrc also provides comprehensive training through our on-demand platform, Metrc Learn. Metrc Learn offers over 300 courses for licensees. This includes a new business overview and role-based guided journeys from beginner to expert levels for various license types.
Metrc has a few resources for support, training, and more company information. For new states, such as New York, several of these resources will become available once system access has been granted. We are working towards this timeline with the state.

New York Third-Party Integrators (TPIs) received access to Metrc Connect, our TPI Sandbox site on October 22, 2025. TPIs will be able to test their endpoints in this environment prior to credentialling starting on November 7, 2025. Industry employees will also have access to a testing Industry Sandbox environment, which can be found within the Metrc User Interface (UI). The Industry Sandbox will be able to be accessed by all employees with correct permissions.
In Metrc, walking transfers will be handled by listing “Walking Transfer” in the transfer manifest area. When creating a transfer, licensees will need to include the name of employee walking the product over, along with the license number the product is traveling to. In the vehicle make, model and license plate sections, please list all as “Walking Transfer”. You will need to include more detail in the “Planned Route” section to accommodate the walking transfer allowance. More information on walking transfers will be available in Metrc Learn trainings and in Metrc Expert.
Metrc will work with OCM on how off-premise events and sales will occur in Metrc. Metrc will provide at least a two-week notice on how these events will be handled.
No, Branding 3 license types will need to be listed as employees under a Processor license facility.
Yes, licensees will have the ability to complete multiple beginning inventory transfers up until December 17, 2025, when that functionality will be turned off. If you still need to complete additional external transfers after December 17, please reach out to OCM for approval on this action.
Distributors with existing inventory must order package UIDs when credentialled on November 7 or later. Inventory will be received using External Transfers. To learn more about the External Transfer process you will need to refer to the Beginning Inventory Guide that will be available upon credentialing.
Distributors must complete all external transfers prior to December 17, 2025. Beginning February 1, distributors will have the ability to purchase and apply Retail Item IDs. Metrc suggests by February 15, all distributors assess their active inventory and identify any product that does not have a Retail Item UID. You will need to determine whether those products can be sent to a dispensary before February 28. After February 28, 2026, products cannot be transferred from Distributors to Dispensaries without a Retail Item UID affixed to each unit. By March 31, all inventory sent to dispensaries must have testing results associated with each Retail Item IDs affixed to each unit with either “TestPassed” or “RetestPassed” testing status.
Processors with existing inventory must order package and Retail Item UIDs once credentialled beginning on November 7. Inventory will be received using External Transfers. To learn more about the External Transfer process you will need to refer to the Beginning Inventory Guide that will be available upon credentialing into the system.
Starting November 7, 2025, Processors will not be able to send finished goods packages to Distributors without having Retail Item UIDs affixed to each unit within a package.
Processors must complete required training and get credentialed into Metrc beginning on November 7, 2025. Once credentialled, it is important to order both Package UIDs to facilitate beginning inventory at the batch level, and Retail Item UIDs to facilitate the creation of finished good packages. Finished goods packages are the only package type that will be allowed to be transferred to distribution facilities. All product that is brought into the Processor through the External Transfer process will be products that have recently or not yet been tested. All products that have already been tested in your inventory will need virtual samples and subsequent testing results associated to each package prior to transfer. Starting November 7, all products transferred to distributors will need a “TestPassed” or “RetestPassed” testing status.
Dispensaries with existing inventory must order package UIDs when credentialled on November 7 or later. Inventory will be received using External Transfers.To learn more about the External Transfer process you will need to refer to the Beginning Inventory Guide that will be available upon credentialing into the system.
After December 17, 2025, all existing inventory must be within the Metrc track and trace system. Starting February 28, 2026, product will no longer be able to be transferred to dispensaries without a Retail Item UID affixed to each unit. Dispensaries will be able to receive inventory from distributors with a test status of “Not Submitted” until March 31, 2026. After March 31, 2026, all inventory must be received from a dispensary with a “TestPassed” and “RetestPassed” testing status.
All beginning inventory will have a testing status of Not Submitted. Best practice is to move all tested product(s) out of the active inventory and over to the dispensary to be sold prior to bringing in your beginning inventory so it can be sold. If there is any product at the Cultivation or Processors/Manufacturers that cannot be transferred out to be sold prior to bringing in your Beginning Inventory and it has been tested prior to Metrc, then the process for getting the testing status updated will be the following option if your testing facility agrees: Submitting a Virtual Test Sample In coordination with the testing facility you had the package previously tested at, you can submit a “Virtual Test Sample” to the testing facility by test sample workflow. Below is how to submit a “Virtual Test Sample” along with all of the pertinent information that goes with the sample. Select the package brought in via the External Incoming Transfers workflow and click the Submit for Testing button. For more information on this process refer to the Beginning Inventory Guide.
For more information on this process,Metrc has established distinct testing groups that align with each product type and its required analytes. When submitting a product for testing, you’ll select the appropriate product and corresponding testing group. For instance, a vape product intended for adult-use compliance testing would be submitted under the “AU Inhalable Concentrates” testing group.
In New York, where both bulk oil and the final vape cartridge form (e.g., 1g and 0.5g) require testing for heavy metals, each package must be tested separately. This means both the bulk product and each final form product should undergo their own test, and the final test results should be associated with the corresponding vape cartridge package.
Yes, all lab test batches will have optional additional minor cannabinoids. Testing Facilities will have the option to add these minor cannabinoids to each test they complete.
Yes, all licensees have the option to either use a TPI to log inventory into Metrc, or have the ability to log the inventory tracking themselves using the Metrc UI. Please visit cannabis.ny.gov for more information on OCM guidance for this allowance.
Metrc is aware of the requirements and is working with OCM to build it out the right way to be most effective. This solution will not be ready upon go live, and Metrc will provide at least a 30 days notice for this update in the Metrc software. Metrc will provide ample communications and directions for this update.
Metrc does not calculate or record excise tax. When recording a sale, it is recommended to input the sale as the price post store discount, but pre-taxed price.
