In 2008, Michigan voters approved a ballot measure allowing patients with certain medical conditions or their caregivers to privately cultivate up to 12 cannabis plants for therapeutic use. The measure was affirmed that same year by the state legislature in a 63-37 vote, making Michigan the 13th state in the country to legalize medicinal cannabis. To help the state regulate the emerging market and assist in the collection of tax revenue generated by cannabis sales, Michigan selected Metrc to manage its medical cannabis program. In addition to tracking cannabis through cultivation, processing, testing and sale, Metrc helps to verify licenses issued by the Michigan Medical Marijuana Licensing Board, affirming the credentials of growers, processors, testing facilities, transport services, and dispensaries.

Louisiana first approved of medical cannabis use in 1978 and legislators have periodically revisited the guidelines of the program since that time. Metrc’s system in Louisiana will be updated to reflect the new material changes and patient dosage limits will be corrected to align with recent revisions in state law. When changes to the law take effect in January 2022, registered cannabis patients will be able to purchase up to two and a half ounces of cannabis flower per 14-day period from licensed providers and cultivators in the state. The validity of license-holders participating in Louisiana’s program and the disbursement limits to which patients and participants are held will also be accounted for in Metrc’s system.

The integration partnership between Tyler Technologies and Metrc in Missouri allows real time exchange of protected data for patients, caregivers, consumer cultivators, agents (employees) and business licensees via our API connection posting to Metrc. The benefit of the integration is that real time status changes are exchanged and available immediately. For example, a business license has expired, so the record is “inactive.” The API connection passes this information to Metrc, wherein Metrc will restrict that license from creating more transfer manifests until the license is made whole.

Medical cannabis use was legalized in Oklahoma in June 2018 when voters approved the Medical Marijuana Legalization Initiative or State Question 788. The initiative made Oklahoma the 30th state in the country to legalize cannabis for medical or recreational use. The Oklahoma Medical Marijuana Authority (OMMA), which was created to administer rules and regulations governing the state’s medical cannabis program, is run by the Oklahoma State Department of Health. In its capacity as an administrator, OMMA is responsible for maintaining a registry of patients, caregivers, and physicians. It is also charged with issuing licenses for growers, processors, testing labs, transporters, and dispensaries. In 2020, OMMA announced that Metrc had been chosen to implement the state’s seed-to-sale tracking system for cannabis.

Metrc was custom built to meet Colorado’s rules and regulations leading up to the historic launch of the first adult-use cannabis market in the United States on January 1st, 2014. In a July 2014 Brookings Institute report, “Colorado’s Rollout of Legal Marijuana is Succeeding,” the author refers to the Metrc system as the “backbone of the Colorado regulatory system.” We partnered closely with the regulators from the beginning of marijuana legalization to ensure the Metrc system empowered the Colorado MED to meet all the state-specific statutes and regulations. As part of the implementation in Colorado, Metrc trained over 90% of the licensees in the state of Colorado in under 90 days.

NEVADA WELCOMES YOU

The Nevada Cannabis Compliance Board welcomes you to Metrc LLC – Metrc (Marijuana Enforcement Tracking Reporting & Compliance). Nevada has selected Metrc as the state inventory tracking and compliance system for marijuana establishments. The Nevada Department of Health and Human Services, Division of Behavioral and Public Health initially awarded the seed-to-sale contract to MJ Freeway in 2016. The Nevada Department of Taxation redirected the seed-to-sale contract to Metrc in 2017. Given the urgency of the circumstances, Metrc completed this deployment for the State in under 60 days, enabling over 500 active licensees to gain access and begin reporting into the System. The project covers seed-to-sale system implementation and management for both Medical and adult-use Cannabis for the state of Nevada.

In 2015, Oregon Governor Kate Brown directed State officials to begin work on establishing a regulatory structure for the sale of marijuana, taxing such sales, and restructured the existing Oregon Liquor Control Commission to the Oregon Liquor and Cannabis Commission (OLCC) to oversee it. The Metrc Cannabis Tracking System (CTS) is an integral part of the OLCC mandate to ensure that adult-use cannabis products can be tracked in the regulated market. Effective January 1, 2017, dispensaries were no longer permitted to sell cannabis for recreational use unless they applied for, and received, an OLCC license for such sales. During the one-month span from early December 2016 to early January 2017, the number of retailers licensed to sell recreational marijuana grew from 99 to 260, and hundreds more applications had been received and were being processed.

Oregon adopted into law House Bill 3000 in July 2021. Among other reforms, the new law empowered the OLCC and the Oregon Department of Agriculture to begin inspecting hemp fields to ensure hemp growers are not growing marijuana. The adjustment to the law was applauded by both the licensed cannabis industry in the state as an important move to combat the illicit market. The law adopted a number of industry reforms that will be incorporated into Metrc’s system through its API.

The state of California has consolidated the three separate agencies formerly charged with regulating the nation’s largest legal cannabis market into one new office, the Department of Cannabis Control. It is the most significant regulatory reorganization since the formation of the Business, Consumer Services and Housing Agency in 2013. The move consolidates enforcement, licensing, and environmental oversight that had formerly fallen to The Department of Consumer Affairs Bureau of Cannabis Control, The Department of Food and Agriculture’s CalCannabis Cultivation Licensing Division, and The Department of Public Health’s Manufactured Cannabis Safety Branch. The move was widely hailed by industry representatives, who have been seeking to address temporary licensing with a transition to annual permits. The change is expected to improve regulatory processes and address the financial concerns of business. Alaska legalized cannabis for adult use in a citizen’s initiative on the November 4th 2014 ballot. The initiative directed the newly formed Marijuana Control Board to adopt regulatory guidelines for commercial marijuana establishments and mandated the new agency account for sales and exchanges within the newly legalized market. Growers, manufacturers, and retailers would have to be licensed and registered. The Marijuana Control Board contracted Metrc in 2016 to assist the state in regulating the market. Owing to its success in managing and regulating Alaska’s emerging cannabis industry, the state of Alaska renewed Metrc’s contract for another five years in 2021.
